    HOT – Operations Manager (OPSM)

    Location: Worldwide travel and work in austere and harsh environments

    Job Summary:

    The Operations Manager (OPSM) shall serve as the direct liaison officer
    between the U.S. Government (USG) and current program vice DynCorp
    International (DI). The OPSM shall be responsible for all direct
    coordination and interaction with the USG senior staff CONUS along with
    coordinating the activities of all personal protective security team
    members CONUS and deployed. The OPSM shall have full authority to represent
    DI in all matters related to the program operations, such as procedures,
    schedules, program status, security, logistics, reports, briefings, and
    administrative matters.

    The OPSM shall have a 24/7 response requirement for operational issues. They
    should be prepared to coordinate and deploy personal protective security
    teams into a high-threat environment to an undisclosed location for a
    typical deployment of 60 – 90 days. They will be responsible for developing
    and submitting staffing and rotation schedules. They will be responsible for
    maintaining and monitoring the personal protective security team deployment
    performance and addressing any and all issues related to the program. They
    shall address programmatic issues between deployed teams, current program
    vice DI and the USG on issues such as manpower staffing and schedules,
    equipment requirements and shipments, travel, in-country training, and all
    contractual performance issues.

    Principal Accountabilities:

    · Generalized experience in planning, evaluating, analyzing, and
    implementing government security type programs.

    · Demonstrated an ability to develop and manage budgets.

    · Demonstrated an ability to manage and have contractual knowledge
    of the Federal Acquisition Regulations (FAR). Would be great but no t a no
    go if doesn’t have it.

    · Generalized experience in planning, evaluating, analyzing, and
    implementing government security type programs.

    · Demonstrated experience in the interpretation of government
    regulations and the development of plans, policies, and procedures.

    · Written and verbal communications skills, including the ability to
    communicate solutions effectively to both technical and non-technical
    audiences.

    · Capable of solving complex problems.

    · Ability to function effectively in adverse situations.

    · The OPSM shall manage all issues between the field, DI and the
    program offices to include manpower staffing and rotation schedules,
    equipment requirements and shipments, travel and training.

    · The OPSM shall develop and submit staffing and rotation schedules
    to the CORs.

    · The OPSM shall establish a quarterly rotational schedule for the
    security personnel. The OPSM shall provide the completed schedule to the
    COR.

    · The OPSM shall be responsible for overseeing and fulfilling all
    requirements for the contract and the planning, execution and performance of
    the contract.

    · The OPSM shall serve as the direct liaison officer between current
    program vice DI and the COR for the contract.

    · Ensures a high degree of customer satisfaction by ensuring quality
    on-time performance and best return for investment;

    · Responsible for managing, planning for and deploying personal
    protective security teams of fully trained and certified In-Country
    Coordinators, Driver and Personal Protective Officers, and Static Protective
    Officers, along with their supporting infrastructure;

    · Establishes work and multi-disciplinary staffing plans for
    multiple personal protective security missions and arranges for recruitment
    or assignment of program personnel as needed;

    · Reviews status reports prepared by deployed security personnel and
    modifies security personnel team member schedules or plans as required;

    · Prepares project reports for management, USG, or others on a “Need
    to Know” basis;

    · Administers personnel functions of the program, such as work
    scheduling;

    · Develops appropriate DI standard operating procedures;

    · Ensure that all personal protective security operations are
    executed effectively and within the confines of the contract;

    · Develops CONUS Initial, Sustainment, and Advanced training plans
    to ensure that members of the personal protective security program meet the
    training requirements as specified under the contract;

    · Develops in-country training plans to ensure that members of the
    personal protective security team remain cognizant of the rules for the use
    of force, and remain proficient with their assigned duties, weapons,
    ammunition, and equipment;

    · Monitors that all team members have been initially assessed and
    meet the continual individual qualifications specified under the contract;

    · The OPSM must be able to respond to operational issues on a
    24-hour-a-day, 7 days-a-week basis. Must be able to deploy when necessary to
    high-threat environments.

    · Other duties as assigned.

    Management Responsibilities:

    · Manage 100+ personal security protection personnel CONUS and
    OCONUS.

    Physical Requirements:

    - CONUS based normal work hours with the ability to deploy when
    necessary to high-threat environments.

    - The OPSM must be able to respond to operational issues on a
    24-hour-a-day, 7 days-a-week basis. Must be able to deploy when necessary to
    high-threat environments.

    Able to meet the following health and physical requirements:

    · Candidates shall successfully pass and maintain physical fitness,
    vision and hearing requirements as mandated by the contract.

    · Must shall successfully pass and maintain the medical and
    psychological requirements as dictated by the contract..

    · Annual medical and dental recertification.

    · Demonstrates oral and written command of the English language to
    the extent of comprehending printed regulations, detailed written orders,
    training instructions and materials. Shall be able to compose and convey
    concise and accurate reports.

    All candidates shall complete DD Form 2760 to determine whether the
    employee may lawfully possess a firearm.

    Experience Required:

    · Successful DPPO Team Lead or Team Member on the DI program

    · 15 years experience working on or overseeing personal security
    protection programs with personal protective, static guard, and emergency
    response team assignments.

    · Possesses a valid U.S. driver’s license.

    · Has a minimum of five (5) years military service in force
    protection or Special Operations or five years civilian Personal Security
    Detail experience in a hostile overseas environment.

    · Has a minimum of five (5) years military service in Force
    Protection or Special Operations, Military Police, or 5 years civilian
    Personal Security Detail experience in Antiterrorism / Force Protection
    (AT/FP) in a hostile overseas environment.

    · Has a minimum 5-10 years demonstrated management skills for large
    scale personal security protection programs.

    · Shall have been a successful Driver and Personal Protective
    Officer Team Lead or Team Member.

    · Minimum of 2 years active deployments consisting of 5 successful
    rotations as an In-Country-Coordinator (monitoring OCONUS high-threat
    environment performance and all aspects of personal security detail
    operations) or Driver/Personal Protection Officer (armed drivers and
    personal protective officers for Government personnel at high-threat
    environment locations).

    Education Required:

    · Possess a high school diploma or equivalent.

    · Candidate must successfully meet current and annual
    recertification on weapon’s qualification for any weapon stipulated by the
    contract.

    · Must successfully complete DI initial training requirements as
    mandated by the contract.

    · Must maintain current proficiency in defensive driving techniques.
    Driving training shall require annual recertification.

    Position Background
    The RFI Manager will work in a government facility and will lead an analytic team, and function as the direct liaison with the government TPOC and COR. The RFI Manager will be responsible for all briefings and reports required by the contract, and the overall management of the analytic team for the contractor.
    The analytic team will utilize basic knowledge on intelligence analysis that relates to network analysis. The primary function will require market research on open sources pertaining to individual components used to construct IED’s. The goal of the analysis will be to better understand the value chain, the sources of supply and the entire network involved in the construction of IED’s. Further, the proposed work will focus on the exploitation of commercial trade routes, transfer and exchange mechanisms, and commercial regulatory regimens for component trans-shipment, assembly and weaponization. This work will provide commercial market research and analysis using cutting-edge commercial due diligence, competitive intelligence, financial analysis and value chain analytics approaches under an open source commercial data framework to answer requests for information generated by counter-IED mission partners.

    Responsibilities include but are not limited to:
    • Overall management of the OSINT analytic team
    • Contractor POC responsible for liaison with government TPOC and COR on RFI and team management
    • Provide briefings and management products required by the contract
    • Work closely with the government TPOC and COR on any program changes during the contract period
    • Act as the transition in and out manager for the contractor and the government

    Required Knowledge, Skills, & Abilities:

    Job Summary

    The Training Subject Matter Experts will augment the JIEDDO Operations Staff element to advance counter-Improvised Explosive Device (IED) policies; tactics, techniques, and practices (TTPs); and knowledge base.

    Principle Accountabilities
    JOB DUTIES & RESPONSIBILITIES

    • Conduct Counter-IED (C-IED) training to prepare individuals and units to deploy in support of combatant commanders’ C-IED needs. Train, model and simulate C-IED activities in readily understandable formats to ensure C-IED proficiency in deploying units and individuals.
    • Conduct classroom instruction, distributed learning and Mission Rehearsal/Readiness field training exercises. Support training elements/agencies including the Combat Training Centers (CTCs), Power Projection Platforms, test sites and areas, interagency groups, Army TRADOC Systems Managers (TSMs), the USMC MCWFL, and TECOM.
    • Capture comprehensive data from actual IED events/activity, Blue Force operations, ISR coverage and training exercises. Observe, collect, develop, validate, and disseminate emerging IED Defeat tactics, techniques, and procedures (TTPs).
    • Analyze, assess and define training requirements to enable the fusion of intelligence, operations, and materiel/non-material C-IED solutions.
    • Integrate emerging C-IED technologies and TTP into instruction. Compile and store C-IED information including data, studies, test reports, and operational reports.
